Job description

This is a prominent Senior Executive Officer (SEO) role within the DVSA. The role is suited to a candidate seeking to strengthen their current understanding of assurance and governance, while developing their knowledge of the wider portfolio management across the directorate.

You should have experience in a PMO setting, with knowledge of project management standards and assurance in line with the Project Delivery Functional Standard, Cabinet Office controls and HM Treasury approvals and Green Book requirements.

The role holder will lead the Portfolio Assurance team in delivering quality assurance of the DVSA’s Portfolio by reporting on compliance, standards, trends and levels of risk.

The role holder works collaboratively with the Heads of Profession and the programme/project community within DVSA and externally across DfT to be the first point of contact on portfolio assurance related guidance and information.

The role holder will engage confidently with senior leaders, and Project SROs in DVSA, championing the assurance principles and encouraging a positive, transparent assurance culture across the Agency, by providing sound assurance advice on governance, risk and appropriate controls and seeking to improve business control processes and reporting.

The role holder will report to the Head of Portfolio Assurance & Governance and contribute to deliverables across the Directorate, providing effective leadership to the Portfolio Assurance Team.

Responsibilities include but are not limited to: 

  • Experience of providing governance and integrated assurance advice, Risk Potential Assessments, Gateway Reviews and services for a large and diverse portfolio of projects and programmes. There are also likely to be opportunities for Project Portfolio Management training.
  • Strong interpersonal skills with the ability to establish positive working relationships and influence people at all levels within the organisation including a challenging customer base.
  • Proven ability to provide leadership, set strategic objectives, develop and motivate teams to deliver results across formal reporting lines.
  • Ability to think strategically, anticipating and managing high-level risks and uncertainties.

About you

We are looking for a candidate with the drive and enthusiasm to thrive in a dynamic project governance and management environment, with experience of Project, programme or portfolio assurance or delivery.

You will have general line management and business change experience. As well as experience of giving sound and authoritative advice and support.

The successful candidate will have experience of using an Assurance function to help inform decision making and experience in setting standards and processes to enable and monitor quality.

It is essential that they have or are willing to work towards one of the following qualifications. PRINCE2 Foundation level, MSP Foundation or Practitioner level or Agile awareness or equivalent.

Occasional travel with potential overnight stays may be required.

This role can be based in Bristol, Swansea or Nottingham your presence at one of these locations will form part of the working arrangements agreed with you.

This role is suitable for hybrid working, and therefore a combination of workplace and home-based working can be accommodated subject to business requirements. Hybrid working is a non-contractual arrangement where employees have the flexibility to work remotely combined with a minimum of 60% of their working time a month at either their principal workplace (one of the locations cited in the advert) or, when required for business reasons, to carry out separate duties at alternative working locations or DVSA sites. There may be occasions where you are required to attend above the minimum expectation.
