Rail Estimating Manager

Hybrid – Warwick Office when required

To be responsible for ensuring accurate and competitive cost estimates for new projects and schemes for our Rail Division.

The role requires detailed understanding of the principles of cost assessment including equipment, plant and labour costs, as well as the ability to review and assess project specifications and drawings. The estimator will need to collaborate closely with project management and engineering teams to ensure all aspects of the project are considered and costed accurately.

Key Deliverables

  • Support production and submission of accurate and comprehensive estimates for projects in a timely and efficient manner;
  • Establish and maintain activity rates relevant to our business activities
  • Develop estimating tools based upon activity rates and unit rates
  • Ownership of the cost model template to include identifying areas for improvement

Responsibilities

  • Control and management of the estimating process at bid, project or scheme level
  • Challenging costs estimates produced by the SME’s in Delivery and Engineering
  • To contribute to the successful hand over between sales and the delivery and project departments
  • Working with procurement to establish activity rates from our sub-contractors
  • Validation of our activity rates against project out turns
  • Review project specifications, drawings and other documentation to aid preparation of detailed cost estimates.
  • Generate and keep up to date rates for repeatable items (i.e. unit rates) including materials, labour, equipment etc.
  • Minimise the cost of selling and speed of response through maximum use of standard processes and price tools where appropriate
  • Prepare and present detailed cost breakdowns and pricing proposals at cost reviews
  • Collaborate with project managers and engineers to develop comprehensive project plans and schedules.
  • Attend pre-bid meetings, site visits etc to gather necessary information.
  • Identify and evaluate potential risks and uncertainties associated with project estimates and develop mitigations for identified risks
  • Review and update estimates as project conditions change or additional information becomes available.
  • Conduct market research to stay updated on current telecom industry trends, pricing, and technologies.
  • Establish and maintain relationships with suppliers and subcontractors to obtain competitive pricing.
  • Analyse and incorporate market data into cost estimates to ensure competitiveness.
  • Maintain detailed records of all estimates, bids, and related documentation.
  • Provide input and support for the development and improvement of estimating processes and tools.
  • Appreciation of a traditional project lifecycle and associated engineering activities
  • Running costs reviews and recording outputs – agendas, minutes etc. Bid Manager will organise.

Qualifications / Skill Requirements

  • Around 10 years experience in Rail environment
  • Competent at interpreting drawings for accurate take-off.
  • Precise eye for detail.
  • Highly proficient in Microsoft Office packages
  • Excellent mathematical ability
  • Competent at to time-managing workloads to achieve deadlines.
  • Competent at working positively and productively under pressure.
  • Competent interpersonal, verbal & written communication skills, within office, site and client/ sub-contractor environments
  • IT&T background essential

Desirable Skills

  • Relevant experience of providing estimating services in a large project or multiple workstream environment;
  • Broad understanding of designated business sector
  • Financial and Commercial aptitude or awareness.
