Job description
The Commercial Category Manager will deliver an effective, and improving, commercial service covering all aspects of the commercial cycle, including pre-procurement and market engagement activity, procurement, and contract management and benefits realisation.
The job holder will operate within a regulated public sector procurement environment consistent with the Government Commercial Function (GCF) Commercial Operating Standards for Government.
The role holder will be part of be an integral category team responsible for the end-to-end commercial cycle of a category/s. The role holder will support their team through the transition from a disaggregated approach to the commercial cycle to the full introduction of Commercial Category Management.
This particular role will initially operate in a defined category with a value of c£100m. We are looking for dynamic individuals and it is expected that over time staff will be able to operate in any given category.
The role holder will be responsible for supporting the Senior Commercial Category Manager, contributing to category strategies for their Category, which will be signed off by the business and at DVSA board level. The category strategy will inform the category approach, with all members of the category team adhering to the strategy to deliver the required outputs & performance of the category. These strategies will identify cashable and non-cashable efficiencies to directly benefit the business.
Responsibilities include but are not limited to:
- Lead and support on procurements throughout the whole
commercial cycle in compliance with the Government Commercial
Function Sourcing Playbooks - Provide commercial guidance and advice to the business in relation
to their assigned sub-category. - Work in collaboration with other managers across all functions for
the good of DVSA and to create a high performing and well-respected Agency. - Engage and collaborate with a range of internal and external
stakeholders.

About you
We are seeking an individual who possess excellent communication skills, both written and oral with the ability to communicate with people at all levels, internally and externally. Someone who is not afraid to highlight any issues you find whilst having a high level of attention to detail.
It is essential that they can organise their time effectively with conflicting priorities.
To be successful in this post you will have experience of the commercial cycle including pre-competitive supplier engagement,
supplier selection, tender evaluation, contract award and ongoing contract management
As well as experience of public sector procurement. An example of this could be working with the Public Contracting Regulations 2015,
using Crown Commercial Service frameworks and the Digital Marketplace.
The Successful candidate will have a Membership of the Chartered Institute of Procurement and Supply (MCIPS), or equivalent, or be willing to work towards while in role.
Additional Information
Whilst we welcome applications from those looking to work with us on a part time basis, there is a business requirement, for the successful candidate to be able to work at least 30 hours per week.

Occasional travel with potential overnight stays may be required.
This role will be based in Swansea your presence at this locations will form part of the working arrangements agreed with you. This role is suitable for hybrid working, and therefore a combination of workplace and home-based working can be accommodated subject to business requirements. Hybrid working is a non-contractual arrangement where employees have the flexibility to work remotely combined with a minimum of 60% of their working time a month at either their principal workplace (one of the locations cited in the advert) or, when required for business reasons, to carry out separate duties at alternative working locations or DVSA sites. There may be occasions where you are required to attend above the minimum expectation.
