As Employee Relations Transformation Specialist, you will be the subject matter expert and provide specialist advice and delivery of many aspects of Employee Relations and HR policies. You will support DVSA’s strategic and business objectives, with a focus on transformational change activity for frontline terms and conditions review.

You will assist the Senior HR Projects Lead & Head of Employee Relations & Reward to deliver the Employee Reward & Recognition (ER&R) Strategy and helping Corporate Senior Leaders to deliver effective and efficient ways of working, enabling them to keep people safe on Britain’s roads.

Responsibilities include but are not limited to: 

  • You will analyse a range of qualitative and quantitative information to provide evidence-based insight to help the organisation make informed decisions, address business problems, and add value to the organisation.
  • Determine and plan requirements, including allocating resources and prioritising activities, over the short, medium and long term by fully understanding the business environment in which the team operates, the overall team objectives, ensuring their team fully understands and works to these requirements. 
  • Providing comprehensive and authoritative advice, drawing conclusions and explaining and defending the position in a convincing way. Breadth of knowledge and understanding of the issues is important in enabling the influencing of colleagues, senior leaders and external third-party providers.
  • Showing political awareness when thinking through the impact of changes to the business.
  • Maintaining positive Trade Union Side(TUS) engagement and interaction while helping the
    business deliver a significant change agenda, including transformation of service delivery and efficiency savings.

Person specification

We are looking for someone who has experience of developing and implementing people policies and procedures to drive organisational change and improvement.

The successful candidate will have experience in working with ministerial process and/or developing business cases. As well as experience of reviewing and influencing changes to terms and conditions to meet operational needs.

It is essential that you have a working knowledge of employee relations policies and processes. Including experience of developing and implementing employee relations solutions and strategies for major organisational change initiatives in complex organisations.

You must understanding of how to analyse and interpret management information, trends, patterns and metrics in the organisation, and identify obstacles and risks, and translate them into human resources plans.

It is important you understanding of relevant current employment law especially; TULR(C)A, ERA, Equality Act and any proposed changes.

You must either hold or be willing to work towards your CIPD qualification to Associate level or above.

This post is offered on a Fixed Term Appointment (FTA) basis to complete a finite piece of work.

Permanent Civil Servants will be appointed on an inward loan and subject to the terms of the agreed inward loan. You must have your home departments approval to return to them at the end of the loan before you apply. Internal candidates will return to their previous post at the end of the loan period, which will need to be agreed with your line manager in advance. If your home department cannot agree to release you on loan, there is the opportunity for you to move across to the department on a fixed term appointment. In this instance the Department for Transport would become your home department and if there is no role available for you at the end of this appointment, you would be subject to the redeployment and redundancy process.

If you’re employed by a non-departmental public body (NDPB) by moving jobs this will involve a change of employer and you may break the statutory rules on continuity of employment.

There could be the potential of extension up to 2 years or permanency, subject to the role being available (and for those coming across on loan, your home departments agreement)

This role can be based in Bristol, Swansea, Nottingham, Newcastle, Birmingham or Leeds. Your presence at one of these locations will form part of the working arrangements agreed with you. This role is suitable for hybrid working, and therefore a combination of workplace and home-based working can be accommodated subject to business requirements. Hybrid working is a non-contractual arrangement where employees have the flexibility to work remotely combined with a minimum of 60% of their working time a month at either their principal workplace (one of the locations cited in the advert) or, when required for business reasons, to carry out separate duties at alternative working locations or DVSA sites. There may be occasions where you are required to attend above the minimum expectation.
