The purpose of the role is to lead and develop effective Enforcement Delivery Services supporting Enforcement, DVSA and Departmental strategies. Confidently directing high quality enforcement and compliance outcomes by balancing the key principles of enable, prevent and respond with a clear understanding of the impact of customer behaviour on road safety.
This is a key role in the Enforcement Directorates senior leadership team with a leading responsibility for the performance of DVSA’s enforcement delivery teams. They are responsible for the achievement of departmental and DVSA Strategic Objectives and for providing a quality and consistent service to customers. The role holder will also act as an ambassador for DVSA within the sector, including law enforcement partners, industry, operator groups and other stakeholders. They will also be expected to complete media work in support of DVSA objectives.
The Head of Enforcement Delivery is primarily responsible for leading a dispersed set of operational teams to ensure the delivery of key performance outcomes at a national level. They will act as the key operational leader in their region and function, providing direction, guidance and support to their people in the delivery of national objectives while overseeing the implementation of strategic change initiatives. They will influence corporate and service led decision making and as a key member of the Enforcement Directorate Leadership team contribute to the delivery of the agency’s enforcement vision and strategy.
The role holder is accountable for maintaining technical standards and the quality assurance of enforcement outputs. They will ensure information provided to all customers is accurate and promotes positive compliance behaviours.
The role holder will also, through a team of supporting managers, lead enforcement delivery teams and ensure that the enforcement services are consistent and proportionate to the level of non compliance. They will ensure decisions made are based on an assessment of risk to road safety, service and customer needs and a focus on being intelligence led and data driven. They will ensure productivity and outcomes are delivered efficiently, effectively to a high quality standard,
ensuring value for money for tax payers, DVSA and the customer.
In addition they will also play a key role in development and business improvement within DVSA in line with Service led principles and governance. They will manage performance, champion and invest in their people to identify and develop talent to build people capability and increase engagement. They will ensure their teams keep up with all technical advances within the industry, in knowledge, training, technology, tools and equipment.
As well as be accountable for implementing business, process and service improvements nationally including ensuring effective plans are in place to maintain and improve quality standards while working with other Enforcement colleagues to deliver service benefits and efficiencies for DVSA stakeholders and customers.
As an Head of Enforcement Delivery the role holder will be an exemplar leader, role modelling the required culture, behaviours and values of the Civil Service, DVSA and Enforcement Directorate.

- Demonstrate leadership by providing influence, clear direction and guidance to support and develop people in the delivery of objectives.
Establishes a strong direction and a persuasive future vision; managing and engaging with honesty and integrity, and upholding the reputation of
the Agency, Department and Civil Service. - Maintain a view of operational enforcement delivery across all teams, working with fellow Heads in developing and implementing plans to deliver
high quality, value for money services to the customer. - Work with the Director of Enforcement Services and other CSLs to develop strategic business plans in response to changing priorities.
- Execute management responsibilities effectively, working with, leading and acting as a role model for team members and colleagues, ensuring
capabilities to achieve successful delivery of business performance whilst maximising the efficiency and effectiveness of the financial resources
delegated in line with the Civil Service values. - Act as a key liaison for a specific service(s) delivered by operations; working very closely with the Head of this area of Policy; providing
operational enforcement expertise to new issues and legislation and options for improvements.

About you
We are looking for someone with a proven track record of leading large scale operational activities. As well as experience of leading people though change and service improvements.
The successful candidate will need to have worked as part of and lead a geographically dispersed team and an understanding of the effect this has on management of such teams.
You must have experience of delivering against key targets and customer service standards, increasing efficiency and driving value for money.
Along with experience of translating strategic objectives into operational / enforcement capabilities.
Due to the nature of the role, you will also need to have a full and clean UK driving licence.
